Returns the breaker scopes recorded for one owner without creating or
refreshing anything, the read-only counterpart of getCircuitState
used by transport-state snapshots. Unlike getCircuitState,
calling this with an owner that has no recorded state allocates nothing,
never fabricates an entry for an unseen host, and does not refresh scope
recency (so it can never trigger an LRU eviction), which is what makes a
monitoring poll safe to run against the live state.
