Returns the recorded rate-limit pacing deadlines for one owner without
waiting for them or clearing stale entries, the read-only counterpart of
awaitPaceDeadline used by transport-state snapshots. Reading
through this helper never mutates the deadline map: a stale
(already-elapsed) deadline is reported as-is instead of being cleared,
and an owner with no recorded deadlines yields undefined without
allocating a scope map, so snapshotting can never perturb the pacing
behavior it observes.
