by transport-state snapshots. Unlike getRetryBudgetState, reading
through this helper never resets retriesUsed or re-anchors
windowEndsAt, so snapshotting an elapsed window reports the spent state
as-is instead of silently granting a fresh window; an owner with no
recorded state yields undefined without allocating one.
